The Department of Justice (DOJ) filed a record 25 denaturalization cases in just two weeks, targeting naturalized citizens accused of concealing serious crimes including attempted murder, abusing children, and the distribution of child abuse material.
The cases, filed between July 20 and August 3 across multiple federal courts, represent the “largest denaturalization effort ever,” according to the Justice Department.
Under President Donald Trump, the DOJ has now filed 123 civil denaturalization cases—the highest number recorded under any administration.
“U.S. citizenship is one of our nation’s highest privileges, and it must be obtained lawfully and honestly,” acting Attorney General Todd Blanche said.
DOJ Targets Citizenship Obtained Through Lies
Federal law allows the government to revoke citizenship when an individual obtained naturalization illegally or secured it by concealing material facts or making willful misrepresentations.
Among those targeted is Tatiana Power, a 46-year-old native of Moldova who became a U.S. citizen in 2010.
According to the DOJ, Power later admitted participating in the sale of videos and images depicting the sexual abuse of children before she obtained citizenship.
The government is now seeking to strip Power of her citizenship over both the criminal conduct and the false representations allegedly used during the naturalization process.
Child Sex Offender Allegedly Concealed Crime
The DOJ also filed a case against Jose Luis Martinez-Zavala, an 80-year-old native of Mexico who became a citizen in 2014.
Federal officials said Martinez-Zavala failed to disclose that he had committed aggravated sexual assault against a child in 2010.
He was convicted of the offense in 2020.
During the naturalization process, Martinez-Zavala swore that he had not committed a crime for which he had been arrested, according to the department.
Former Soldier Targeted After Attempted Murder Conviction
Another case involves Dwyane Robinson, a 44-year-old Jamaican national who obtained citizenship through his service in the U.S. military.
Robinson was later convicted of attempted first-degree murder after shooting and trying to kill a man.
He was discharged from the Army in 2013 while awaiting trial, according to the DOJ.
Federal prosecutors filed a motion to revoke his citizenship last month.
Government Faces High Burden of Proof
Citizenship can be revoked through either civil proceedings or following a criminal conviction.
In civil denaturalization cases, the government must present “clear, convincing, and unequivocal evidence which does not leave the issue in doubt,” according to U.S. Citizenship and Immigration Services.
Criminal denaturalization cases require proof beyond a reasonable doubt.
USCIS refers cases to the Justice Department when evidence indicates an applicant obtained citizenship unlawfully, concealed important information, or intentionally lied during the naturalization process.
Trump Administration Orders Aggressive Enforcement
The historic surge follows a June 2025 Justice Department memorandum directing federal attorneys to aggressively pursue denaturalization cases involving terrorism, gang activity, national security threats, undisclosed felonies, and other serious misconduct.
The policy reflects the Trump administration’s position that citizenship obtained through fraud is not protected from revocation merely because the deception went undetected for years.
Democrats have attacked the crackdown.
Rep. Grace Meng (D-NY) accused Trump of “targeting” naturalized citizens and described the enforcement effort as an attack on American values.
“The President’s targeting of naturalized U.S. citizens is not only a reckless weaponization of the Department of Justice, it is an attack on core American values,” Meng wrote in April.
But the DOJ’s cases do not target naturalized Americans merely because they were born abroad.
They target people accused of hiding crimes and lying to obtain citizenship they may never have legally qualified to receive.
Republicans Push to Expand Denaturalization
Sen. Eric Schmitt (R-MO) introduced legislation in January that would expand denaturalization proceedings against people who commit serious felonies, engage in major fraud, or join terrorist organizations and criminal cartels.
The Stop Citizenship Abuse and Misrepresentation Act followed widespread fraud investigations involving Minnesota’s Somali community, where naturalized citizens were among those convicted in schemes that siphoned millions of taxpayer dollars from social-service programs.
“People who commit felony fraud, serious felonies, or join terrorist organizations like drug cartels shortly after taking their citizenship oaths fail to uphold the basic standards of citizenship,” Schmitt said.
“They must be denaturalized because they have proven they never met the requirements for the great honor of American citizenship in the first place.”
The bill remains under consideration in the Senate.
The Trump administration, meanwhile, is no longer treating citizenship fraud as a paperwork violation.
For those who concealed violent crimes, sexual offenses, terrorism, or major fraud to become Americans, the Justice Department is moving to take that citizenship back.
