Director of National Intelligence Tulsi Gabbard is preparing to declassify a top-secret document tied to President Donald Trump’s first impeachment, material that was reportedly locked away for years under then-House Intelligence Committee Chairman Adam Schiff (D-CA).

According to investigative reporter Paul Sperry, the document has remained inaccessible even to members of Congress.

House Intel Committee Moves Toward Transparency

The development comes as the House Intelligence Committee voted to release transcripts from 2019 hearings involving former Intelligence Community Inspector General Michael Atkinson.

Those hearings centered on Atkinson’s role in processing a whistleblower complaint that ultimately triggered Democrats’ impeachment effort against President Trump in December 2019.

House Intelligence Committee Chairman Rick Crawford (R-AR) said the push for disclosure is about restoring public trust.

“The great deal of widespread speculation about the Atkinson classified hearing transcript is indicative of the American people’s complete and warranted mistrust of the Intelligence Community,” Crawford said.

“In far too many instances, the IC hides behind the veil of overclassification. Sometimes sunlight is the best disinfectant.”

He added that releasing the transcripts would allow Americans to “make their own determinations.”

Scrutiny of Whistleblower Process

At the center of the controversy is a “whistleblower” complaint filed in August 2019 by CIA analyst Eric Ciaramella.

The complaint was regarding President Trump’s July 25 phone call with Ukrainian President Volodymyr Zelensky.

The complaint alleged a quid pro quo involving U.S. aid and an investigation into the Biden family.

Critics have long pointed to procedural concerns surrounding how the complaint was handled.

Atkinson previously acknowledged that changes were made to whistleblower rules to allow second-hand information, changes that were in place when the complaint was accepted.

The complaint was also accepted despite involving the President of the United States, who is not part of the intelligence community.

Questions Over Congressional Contact

Further controversy emerged over the so-called whistleblower’s contact with Congress.

The original complaint form indicated the whistleblower had not communicated with lawmakers.

However, it later surfaced that meetings had occurred with staff linked to Schiff’s office.

The form was subsequently revised.

At the time, Schiff publicly stated:

“We have not spoken directly with the whistleblower.”

Declassification Could Reopen Key Questions

The expected declassification by Gabbard could bring new scrutiny to how the impeachment process unfolded behind closed doors.

For years, critics have argued that key information was withheld from both lawmakers and the public.

It has been fueling concerns about transparency and accountability within the intelligence apparatus.

With documents now poised to be released, the move is likely to reignite debate over the origins of the impeachment effort and whether critical details were deliberately kept out of view.

As Chairman Crawford suggested, the release may finally allow Americans to examine the facts for themselves.
