
An explosive new undercover video has exposed an alarming ballot fraud scheme in California, revealing that a major operation is underway to buy votes by paying homeless people to forge signatures of real voters, without their consent.
The footage, published by O’Keefe Media Group (OMG), is raising serious concerns about election integrity in California.
The reporting uncovers evidence of a coordinated scheme in which homeless individuals are paid to forge signatures using the identities of registered voters, without their knowledge or consent.
Petition circulators were filmed operating on Skid Row, paying individuals small amounts of cash to complete ballot petitions under assigned names and addresses.
Undercover Footage Details Alleged Scheme
According to OMG founder James O’Keefe, the investigation captured individuals being paid between $2 and $3 per form to sign petitions using voter identities provided to them.
“In Part II of Cash for Ballots, series hidden camera footage shows petition circulators paying homeless individuals $2–$3 per form to sign ballot petitions using the names and addresses of real registered voters and forging their signatures,” O’Keefe said.
“Circulators provided printed lists of voters, assigned identities, and directed the homeless individuals exactly what to write, monitoring them to ensure the information matched so the circulators get paid,” he added.

The report alleges that the operation involves structured oversight.
Organizers are supplying personal data and supervising the completion of forms to ensure consistency.
Residents Raise Concerns Over Voter Records
Investigators also followed up on addresses linked to the voter names allegedly used in the scheme.
“One resident said the named voter had not lived at the address for nearly a decade, yet election mail was still being delivered,” O’Keefe said.
A homeowner told investigators:
“Doesn’t live here, uh, I bought this house nearly 9 years ago.
“The only reason I know that name is because we still get her mail.”
“I always feel really weird when I get the voting ballot,” the resident added.
“Cause like, you know, obviously that’s fraudulent.”
Broader Allegations About Petition Payments
The investigation claims petition circulators themselves are financially incentivized.
They are reportedly earning between $7 and $10 per signature.
According to the report, some individuals involved in collecting signatures can make up to $1,000 per day.
The organization also stated:

Federal Response
The video’s findings provoked such a fierce reaction on social media that it triggered an official response.
The White House responded to the allegations, indicating that the matter is being taken seriously.
“The Trump Administration will always take seriously any allegation that the law has been broken and is grateful for intrepid reporters working hard to bring attention to these issues,” the White House said.
