US senators block debate on 2027 NDAA bill citing illegal war on Iran

US Senate Democrats voted on 14 July to block debate on the annual National Defense Authorization Act (NDAA), temporarily refusing to advance a $1.15-trillion military budget as US President Donald Trump escalates his illegal war on Iran.

The motion failed 50-46 along party lines, far short of the 60 votes required to bring the bill – which would deepen US–Israeli military and intelligence integration – to the floor for amendments or a final vote.

Blocking the debate effectively freezes the annual defense bill, preventing it from reaching the Senate floor for amendments or a final vote until the procedural hurdle is cleared.

This allows objecting senators to force negotiations by withholding the 60 votes needed to move forward, delaying must-pass defense policy and buying time to demand changes or concessions before the $1.15-trillion package advances.

The bill’s provisions include joint US–Israeli weapons research, production, and “data fusion” arrangements that Human Rights Watch (HRW) says could see the US absorb Israeli intelligence gathered through mass surveillance programs.

Senate Minority Leader Chuck Schumer called the bill “a permission slip” for the US to continue military operations against Iran without congressional oversight, while Senator Chris Van Hollen warned it places “no restraints on Trump’s illegal war against Iran.”

A coalition of 14 civil liberty and antiwar organizations, including the American Civil Liberties Union and CODEPINK, urged senators to withhold support unless guaranteed a vote on an amendment barring funding for the war.

Six Democratic senators warned colleagues against deepening ties with Israeli Prime Minister Benjamin Netanyahu and his extremist government as Israel’s favorability among Democrats has collapsed from 59 percent in 2018 to 22 percent in May, when the 2027 NDAA was first unveiled.

On 11 June, the US Senate Armed Services Committee approved the FY27 NDAA by an 18-9 vote, sending it to the full Senate, justifying the bill as a response to an “axis of aggressors” threatening US interests.

Responsible Statecraft warned the bill “would all but fuse the two countries’ armed forces together,” while pushing US military aid to Israel further into the shadows.
