Can Surety Bonds Be Used To Constrain Local Corruption?

It seems as each day passes, we are losing more and more freedoms. The Covid plandemic has been quite difficult for everyone. Nevertheless, during these difficult times, we have a responsibility to stand for the “truth” and defend the power of Jesus Christ. The most sinister form of tyranny has been inflicted on us. Nowhere has this been more apparent than on our children with corrupt policies by school boards, such as mask mandates and critical race theory (CRT). Is there a way, at a local level, to fight back against these communists? Recently, I watched some videos and read some articles on this subject matter, but first, here is some background information.


Scott Kesterson did a podcast on Rumble back on January 25, 2022. In the video, there were two women (names withheld) who belong to an organization called BondsForTheWin (website-www.BondsForTheWin.com). Are most local school board members caught in a compromising situation or are they greedy dictators, absorbed in self? I believe school boards are made up of both groups. The latter seem to be playing “god” with their authority and power, having no empathy at all. Is there a way to take on these tyrants? I believe absolutely yes. Kesterson identified these tyrants as the “children of darkness.” The Bible gives us insight on living, but not legal action on how to fight these “bullies of our children.” Are we headed toward an apocalypse of a “Great Awakening or a “great reset?”

Since the school boards get federal funding, are they bought out and taking bribes? Most of the time these people thrive on control. One way in which we can fight back, without violence, is a surety bond. Even though the process is quite lengthy, here are some tips:

  • Most bond-holders are required by the state to keep a book for their seal and certified copies of the policy. Write a letter to the public official requesting a copy of the bond. Then send the Freedom of Information Act (FOIA) request by email or certified letter (most preferable).
  • It may be helpful to call the Treasurer and find out the name of the bond company. Then request a copy of the policy.
  • Many organizations have a contact form to fill out the request form online.
  • In many states (laws varying) a copy of the bond can be obtained at the probate office.
  • Contact and ask the local sheriff to go to the district with you. If the sheriff’s mdepartment will not help, go after his bond. Sheriffs are more powerful than you think. They have complete jurisdiction over the county, even over police departments. Ask constitutional sheriffs who they are bonded with and call the company and request bonds for every sheriff in your state.
  • Bond companies are experts at avoiding issues sometimes. If you don’t ask for this material with specific language, they feel they are not violating the law by denying your request. Once a certain approach works, it should work throughout the whole state.
  • Some bonds are buried in insurance policies. If you get a policy, look for the Association for Cooperative Operations Research and Development (ACORD) of the insurance code. This often lists who is covered in the policy. If you can’t understand it, contact the website for help.
  • If they try to claim they DO NOT HAVE A BOND -the individual is usually covered under a blanket policy or a liability policy. There is a section within it that contains the bond, so ask again for “liability policy.”
  • Most states are laid out in zones; if the public official is bonded under a blanket policy, it is usually based on the zone they are in.
  • Here is a reference guide for the organization of state governments. The governor is the head of the state. When a Governor swears an “oath of office,” the Governor will present the Secretary of State an insurance policy for the State. The insurance policy contains a Surety Liability clause in it. Usually, it is up to the Attorney General to figure out the amount of surety liability the Governor must have for members of the state that are under him. Below is a list of State Level Officials in order (check your state codes to see if they are required to hold the surety bond):
  1. Lieutenant Governor
  2. Attorney General
  3. Secretary of State
  4. Treasurer
  5. Controller
  6. Auditor
  7. Superintendent of Schools
  8. Insurance Commissioner
  9. Agriculture Commissioner
  10. Natural Resources Commissioner
  11. Labor Commissioner
  12. Public Service Commissioner
  • The State Board of Education is allowed to accept all state and federal funds. The state’s codes have a set of laws listed that the State Board of Education must follow. This organization is responsible for all charter schools in each county and all District Schools in it.
  • At the County Level each official is required to obtain surety liability for County of the State. Here is a list of County Level Officials:
  1. County Commissioner (elected)
  2. Board of Supervisors (elected)
  3. County Clerk (elected)
  4. County Treasurer (self-bonded)
  5. District Attorney (elected)
  6. Sheriff (elected, self-bonded)
  7. Recorder (self-bonded)
  8. Treasurer (self-bonded)
  9. School Superintendent (elected)
  10. County Attorney (elected)
  11. Assessor (elected)
  12. Supervisors
  13. Clerk of the Board of Supervisors
  14. Tax Collector
  15. Clerk of the Court

 

  • At the city or town level each member carries a bond if required by statutes. Here is a list of city and town officials:
  1. City Council
  2. Mayor
  3. Council Manager
  4. City Manager (Assistant City Manager or Deputy City Manager, Fire Department – Fire Chief, Police Department – Police Chief, Planning Department – Planning Director, Public Works Department – Public Works Director)
  5. City Attorney
  6. City Secretary
  7. Finance Director
  8. Economic Development Director
  9. Parks and Recreation Director

In the statutes for each city and town, it will tell who is covered. The statutes will indicate the elected or appointed officer(s) who will carry their own surety or liability bond. The charter schools and district schools come under each city or town. Many school boards carry a surety liability policy for all board members. Other times each board member must carry their own surety liability bond. Though illegal, district school boards for cities and towns often write their own set of revised regulations they follow. In some states the District Board of Education will post the statutes online to read.

The next step is to draft a letter of intent and serve them papers. Once the certified copy of the bond is obtained, then it is time to write your letter of intent and file a claim. The letter of intent should include the following:

  • The individual who is being served
  • The notifying party
  • A list of state and federal violations, along with a description of each
  • A list if demands to resolve the situation
  • A time for demands to be met (usually 5 days)

Check out the state codes to find out any violations in the state. With regards to the amount variable, some policies list a maximum amount of liability per claim, whereas other policies list a large deductible per claim.

The last step, if the problem is not corrected, is to file a claim against their surety bond. If the demands are not met within a certain timeline allowed, file a claim against the bond holder. Here is a list of things to do if the situation is not resolved:

  • Talk with the surety bond company and ask them about the rules for filing against a Public Office Surety Bond.
  • Each Surety Bond Company is different, so follow the instructions the Surety Bond Company gives you.
  • List the revised codes the public officer has violated.
  • List the injuries you or your family member has received.
  • Establish an expected timeline.

After the claim is filed, they may try to negotiate. You have to be firm in this process, and whatever you do, don’t give up your rights or your children’s rights.

I will attach in the link below a video of angry parents confronting the School Board Members in Scottsdale, Arizona. The parents wait for their turn to speak and at the end, serve them with papers. It is quite interesting to say the least. It is probably best to serve papers at a School Board meeting, rather than at an individual’s house. The suspect may call the police on you for trespassing.

 

I wanted to talk about the website BondsForTheWin.com. Three women appeared on the SGT Report on January 25, 2022. They utilized a specific blueprint for defeating local tyrants, whether the school board, superintendent, mayor’s office, and beyond. These three women were able to defeat mask mandates at the local school district. One parent has an autistic son, who freaked-out and had to be institutionalized for behavior because he had to wear a mask. This is criminal! Children are being injured by these illegal mandates. One other interesting fact is that state and federal funding can be removed from the district until the incident is resolved. If the board takes federal money, they have to follow the statutes. If the evil official is found guilty, sometimes they have to pay double the claim or an extremely hefty deductible (sometimes $40,000). Plus, it is very difficult to get a second bond if the perpetrator applies again. Even though it can be a tedious task, these people are ready to help. Please do your homework.
